City Engineers Association of Minnesota

Hoisington Koegler Group designed a $1.7 million streetscape reconstruction of Central Ave in Osseo, MN. HKGi's street design creates a balanced environment for pedestrians, bicyclists, and autos by incorporating complete street and sustainable design principles into the streetscape. Features include flexible spaces that can be used for community events, bike corrals, pedestrian furniture, a one-block plaza street, LED lighting, pervious pavers, and structural soil. The elements are also designed to be a flexible "kit of parts" that allows for disassembly and reinstallation to better accommodate future redevelopment.

To arrive at a streetscape design that reflected community values and desires, the design process was organized around extensive community involvement. HKGi's design process included streetscape orientation workshops that introduced the community to the topic of streetscapes and its many considerations: the varying levels of streetscape investment, ongoing maintenance strategies, and the potential pitfalls and benefits of streetscape enhancement approaches. The process also included open houses that involved the community in identifying its desired levels of investment, design character and streetscape features.

This award-winning project has been well received by both the local business community and the design industry.
