ROCHESTER PARKS AND RECREATION SYSTEM MASTER PLAN

Rochester, MN

In 2015-2016 HKGi created a Parks and Recreation Master Plan to guide the City of Rochester in the development, operations, and maintenance of its parks and recreation system. Rochester is expected to grow by nearly 50% in the next three decades, a rapid pace of growth that will have a profound impact on the City and the services it will need to provide in the future. Parks and recreation is of particular importance to Rochester as it continues to promote and build on its reputation for active, healthy living.

HKGi's park system planners conducted an extensive community engagement process, collecting input from over 2,500 residents. That input, combined with an extensive inventory and analysis of current conditions and research into demographic and recreational trends, provided the foundation for the plan's vision, strategies, and implementation priorities.

The final Master Plan acknowledges the economic development benefits of a strong parks and recreation system. In addition to gap analyses, the plan includes and analysis of tournament-level facilities and provide strategies to strengthen Rochester's ability to attract regional and national sports tournaments. Other strategies outlined in the Master Plan address topics such as public art, public health, sustainability, operations and maintenance, and even outlines a process for reviewing projects and measuring implementation progress.
