HKGi led a planning process to craft a vision, collect supporting data, and develop a master plan to support a request to designate the St. Louis River Estuary as a National Water Trail. Extensive mapping and research conducted by HKGi included identifying and mapping eleven routes and classifying each according to skill level and the type of user most likely to use each segment. HKGi led the engagement effort, bringing together a wide variety of user groups such as birders, anglers and boaters, naturalists, and paddlers to develop a vision that each of these groups could come together to support.

In the master plan HKGi helped community stakeholders establish water trail goals related to recreation, education, conservation, promotion and outreach, facilities and maintenance, and future planning. The plan also identifies current recreational facilities and identifies potential opportunities to enhance existing facilities or build new facilities. ; and ultimately, a formal application to the National Parks Service. An inventory of support features, potential public/private partnerships and funding/grant opportunities are also included as part of the master plan.
