Upper Harbor Terminal Redevelopment Plan

HKGi led a consultant team on this project to explore potential redevelopment alternatives for the Upper Harbor Terminal site, an extremely challenging site that includes industrial contamination, access issues, and historic structures that present reuse challenges.

A significant component of the project consisted of market analysis and research, particularly into green industrial and office redevelopment on urban waterfronts. The market analysis and research study was conducted by Britt Palmberg, now with HKGi, while he was with a previous employer. Implementation frameworks developed for the project were segregaed into five phases that together would be undertaken over the course of thirty years. In 2016 the City of Minneapolis began to consider a development proposal for the site.
